As of 1 January 2021, plastic waste is categorized according to the three new codes Y48, A3210 and B3011. The new codes are implemented in the Waste Shipment Regulation (WSR).

Plastic waste, including mixtures of such waste, with the exception of A3210 and B3011, will be categorized as Y48. Hazardous plastic waste should be categorized in class A3210. Plastic waste destined for immediate recycling will be in the new entry B3011, provided it fulfills the criteria, which still needs some clarification regarding quality limits and more.

Guidance how to properly distinguish between the plastic waste codes is important to implement the COP-decision and to gain sufficient global control of plastic waste exports, yet the difference is hard to tell. This project presents a guide that can serve as support in the efforts to guide waste actors and authorities managing plastic waste in export/import situations, with a focus on distinguishing between B3011 plastic waste and other plastic waste (Y48/A3210).

The guide is a step-by-step process, which will hopefully help to distinguish between B3011 plastic waste and other plastic waste (Y48 or A3210). It is not intended to distinguish between Y48 and A3210. The guide describes how a few plastic types could be recognized with relatively simple means, such as density and the help of four basic senses – sight, smell, hearing and touch. 

Från och med 1 januari 2021 kategoriseras plastavfall enligt de tre nya koderna Y48, A3210 och B3011. De nya koderna implementeras i förordningen för transport av avfall (WSR-förordningen). 

Plastavfall, inklusive blandningar av sådant avfall, med undantag av A3210 och B3011, kommer att kategoriseras som Y48. Farligt plastavfall ska klassas som A3210. Plastavfall som är avsett för omedelbar återvinning kommer att finnas i den nya posten B3011.

Riktlinjer för hur man korrekt kan skilja mellan plastavfallskoderna är viktigt för att genomföra COP-beslutet och för att få tillräcklig global kontroll över plastavfallsexporten, men skillnaderna kan vara svåra att förstå. Detta projekt har tagit fram en guide som kan fungera som stöd i arbetet som syftar till att vägleda avfallsaktörer och myndigheter som hanterar plastavfall i export-/importsituationer, med fokus på att skilja mellan B3011 plastavfall och annat plastavfall (Y48/A3210). 

Guiden är en steg-för-steg-process som hjälper till att skilja mellan B3011 plastavfall och annat plastavfall (Y48 eller A3210). Den är dock inte avsedd för att skilja mellan Y48 och A3210. Guiden beskriver hur några plasttyper kan kännas igen med relativt enkla medel, såsom densitet och med hjälp av fyra sinnen - syn, lukt, hörsel och beröring.
